Unfinished Business for Peace Island 2014

The World Association for Island Studies (WAIS), and the World Environment and Island Institute (WEII) at Jeju National University is pursuing an Island Civilization Model based on our joint projects conducted over the last 3 years. It is often said that the UK established democracy and Japan planted the roots of constitutional monarchy and these two models are often referred to as island civilization models. However, these two nations have historical wrongs of occupying other nations. In contrast, Jeju Island, which is not a nation of course, has had a system in which democratic practices are carried out on a daily basis. Jeju people wish to make their island into a place where environment, peace and marine culture are harmonized and merged into a new type of democracy in the 21st century. This can be a new model of island governace for ocean civilization.


Firstly, we propose a plan for establishing a world environmental city and setting up and operating a world environment university to the Jeju people in order to support the policy of making Jeju an international World Environment Capital by 2020. This, in part, will fulfill a proposal from Maurice Strong, former UN Secretary General. He proposed "establishing a world environment university on Jeju and turning it into a UN agency" at the Rio 20 Earth Summit. We are thinking about producing a model which can combine setting up a UNESCO international conservation center with a world environment university for laying out the logical basis of an agenda proposed at the 2012 Jeju WCC for consolidated managing of UNESCO conservation sites.

Secondly, the association and the institute held the Jeju April 3rd Peace Education Seminar on September 12, 2013, which celebrates publishing an English version of the Jeju April 3rd Investigation Report. Jeju National University and the Jeju April 3rd Peace Foundation had signed a contract for translating the Korean version report into an English one. In December 2012, the World Association for Island Studies, the World Environment and Island Institute, and University of Hawaii William S. Richardson School of Law held the Jeju April 3rd Colloquium on "Social Healing through Justice: Mass Killing of Jeju Islanders of South Korea During and After U.S. Peacetime Occupation" on Hawaii. The participants discussed the US roles and responsibilities during the Jeju April 3rd Incident and its social healing.

Let's look back to what the association and the institute have done so far. On April 1st, 2001, with support from the Jeju Provincial Council, the association and the institute held a seminar with the theme of "Can the Jeju April 3rd Uprising Sow New Seeds of Island Democracy and Peace?" and brought up a topic of the new assignment of the Jeju April 3rd Incident for the 21st century and raised an issue for developing the Jeju Island Civilization Model. In 2003, at Harvard University, we held the Jeju April 3rd Conference and laid the groundwork for suggesting US government's acknowledgment and acceptance of its roles and responsibilities and engagement in promoting social healing for Jeju people. Now the seeds which had been planted more than a decade ago have become big trees. We are going to find out how much have the trees grown at the Jeju April 3rd Peace Education Conference held at Jeju National University on October 18th, 2013.

We hope that the institute, the association and William S. Richardson School of Law at Hawaii University will lay the foundation for social healing for Jeju people who have suffered much since the Jeju April 3rd Incident based on Professor Yamamoto's proposal of "Social Healing through Justice".

Also, students of Jeju National University and students from the law school at Hokkaido University will participate in the Global Peace Bultuk Assembly (November 21, 2013 and January 14, 2014) on Jeju and develop a band of sympathy for social healing for the victims, survivors and the bereaved of the Jeju April 3rd Incident.

Thirdly, supporting the adoption of the resolution titled "The Sustainability of Jeju Haenyeo as a Unique Marine Ecology Stewardship", the association and the institute held academic courses for understanding the Jeju Haenyeo culture and the 4.3 peace culture (2013.7.22-7.31) in order to provide support for the inscription of "Jeju Haenyeo and Jeju Marine and Ecological assets" as a UNESCO World Cultural Heritage. We also resolved to support the sustainability of Jeju Haenyeo and Marine and Ecological Assets by supporting the congress for conserving Jeju Haenyeo at the Peace Island Policy Seminar held on September 25, 2013.

The World Environment and Island Institute, the World Association for Island Studies, and the International Green Island Forum (Chairperson: Kim Su-jong) have agreed to hold joint conferences and symposiums in tandem with the 2014 Jeju World Leaders Conservation Forum (2014.9.24-27). Also the association, the institute and the International Coalition of Tourism Partners (ICTP) will hold the Islands of 20 Summit and the ICTP Congress for 3 days from September 25 to 27 in 2014 ( references : 2014 The Islands of 20 Summit and 2014 ICTP) .

 


The World Association for Island Studies and the World Environment and Island Institute hope to present the Jeju Island Governance Model to the world by successfully conducting unfinished business through the generous cooperation of international and local organizations.

The association and the institute publish World Environment and Island Studies WEIS, an international journal, three times a year ( April 30, August 39, and December 30) and will jointly publish an international magazine titled "Peace Island" for supporting those three unfinished tasks and developing an international bond of sympathy for them every August.
